Telecommunications Structured Cabling Designer (RCDD w/active Top Secret Clearance)

We seek a Telecommunications Structured Cabling Designer (RCDD | with an active Top Secret Clearance)  to join our team, in Rockville, MD.

This position will support a Work Program, with the Department of State’s Bureau of Overseas Buildings Operations (OBO), in Cairo Egypt (a large Information Technology Infrastructure Rehabilitation (ITIR) Construction Project).

We anticipate that this work will be awarded by March, 2018. 
  • GLOTECH plans, designs, procures and installs complete classified and unclassified cabling systems for this client. This includes all facets of ANSI standard copper and fiber design, engineering, installation, termination, distribution, patching, and troubleshooting.
  • We provide Information Technology Infrastructure Rehabilitation (ITIR) at overseas Diplomatic facilities,  to support the continued successful operation of these critical facilities. The ITIR includes the replacement of the VOIP and Network cabling. Our work also includes activities in support of this replacement, such as  construction of new telecommunications rooms, localized interior demolition and renovation of interior spaces in areas around the new telecom rooms, and modifications to the electrical and mechanical systems.  We design and then build out complete connectivity solutions and cable plants for classified and unclassified voice, data, and video for large campuses.
  • We understand the idiosyncrasies of legacy infrastructures through our work in the overseas Embassy environments where the cabling and connectivity for any number of systems and programs such as telecommunications, classified and unclassified networks, video and CATV/Satellite TV systems, and multiple other foreign affairs agencies’ networks and campus telephone systems run through the same main and intermediate distribution frames.

The Telecommunications Structured Cabling Designer position involves the design, coordination, and specifying of telecommunication distribution systems and infrastructure for an Information Technology Infrastructure Rehabilitation (ITIR).

  • Coordinates and designs pathways and cabling for inside and outside plant infrastructure, produces floor plans that illustrate communication outlet locations, enlarged plans of telecommunication spaces, and provides labeling plans and runs lists to support the design.
  • Creates project specifications for construction, materials, and testing of components.
  • Oversees the project throughout the entire project lifecycle, assisting with construction issues, scheduling and budget.
  • Works with  active systems to include public address, distributed antenna systems, and nurse call.
  • Produces detailed design drawings in AutoCAD or REVIT based on project criteria.
  • Coordinates communication outlet types, configurations, and locations.
  • Produces detailed floor plan and enlarged telecommunication space designs.
  • Coordinates infrastructure needs with other systems: CCTV, Access Control, A/V, Fire Alarm, WLAN, Building Automation, etc.
  • Coordinates and produces detailed pathway designs to support inside and outside plant cabling infrastructure to include fill calculations.
  • Produces and manages cabling run lists.
  • Creates and edits project specifications based on project criteria.
  • Produces test plans.
  • Produces and reviews project submittals.
  • Develops compliance matrices and other project support documentation.
  • Creates and maintains drawings, specifications, studies, and various design logs.
  • Assists project teams with producing project deliverables.
  • Engages with the project quality control process and produce reports based on observations made on site visits.
  • Produces plans and test procedures for Pre-Installation and Check Out (PITCO) activities.
  • Develops an in depth knowledge of and utilizes relevant sections of NFPA codes, TIA Standards, BICSI publications, or other relevant criteria.​
Qualification Requirements:
  • Bachelor’s Degree in applicable field with 2-4 year’s directly related professional working experience OR a minimum of 5 years’ directly related professional working experience in the telecommunications – structured cabling industry, to include inside and outside plant pathways, cabling, components, testing, and design.
  • MUST be a designated BICSI Registered Communications Distribution Designer (RCDD)
  • Must possess an active and current Top Secret Security Clearance
  • Demonstrated knowledge in the design, implementation, integration and project management of telecommunications and data communications technology and related infrastructure.
  • Detailed, motivated, self-starter; must be able to work independently and in a team environment.
  • Must be willing to expand knowledge base to new systems and technologies as project demand dictates.
  • Must demonstrate proficient understanding of Telecommunications Industry Association (TIA)  standards and National Fire Protection Association (NFPA) Codes.

Construction Quality Control Manager (QCM) (w/active Top Secret Clearance) – Overseas Deployment Opportunity

We seek a Construction Quality Control Manager (QCM)  (w/active Top Secret Clearance – Overseas Deployment Opportunity) to join our team, in support of our long standing federal government client, who supports U.S. diplomatic missions, worldwide.

This position supports a large Information Technology Infrastructure Rehabilitation (ITIR) Construction Project, in Cairo, Egypt.

The Construction Quality Control Manager (QCM) is the Site Quality Management Representative and is responsible for site quality control personnel performing inspection, surveillance and testing activities. The QCM ensures that the construction quality control requirements are understood and met and construction work is performed in accordance with the Project Quality Plan, applicable codes, standards, procedures, design drawings and specifications.

This position performs the following regular work responsibilities:
  • Works on site at all times during construction
  • Reports to the GLOTECH’s home office management team
  • Manages and enforces the quality control program which will  be reviewed and tested periodically by the government
  • Manages and performs the daily QC responsibilities to ensure the project is constructed in accordance with the established minimum standards
  • Directly oversees and reviews the entire documentation and physical inspection phases of the work flow process and works with other in-house personnel (Project Managers, Superintendents, etc.) and external personnel, to produce and document a quality product
  • Creates, updates and maintains the project submittal log and all other project specific quality control reports
  • Reviews shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team when necessary
  • Conducts and documents weekly QC meetings with the Superintendent and provides written minutes as described in project specific contract documents
  • Provides written daily QC reports that reinforce activities that are being constructed in conformance with each specific project’s established standard and constructively confronts non-conformances to produce the desired outcome,  in a timely manner
  • Conducts preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of the work
  • Verifies that checklists are being used and signed off prior to the placement of concrete, steel and other similar items of work
  • Verifies and documents that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project
  • Conducts periodic follow-up inspections to verify that work is proceeding with the contract documents and the approved submittals
  • Documents final inspections, certificates of occupancy and acceptance of the works and various phases
Qualification Requirements:
  • Bachelor’s Degree in Engineering or Architecture (that is relevant to the individuals’ employment specialty) with  a minimum of 8 years’ directly related professional work experience that includes implementing construction quality control programs, for similar types of construction projects
OR
  • 10 years’ directly related professional work experience as a Tradesman, with 5 years that include the performance of QC inspection activities, with similar types of construction projects
  • Possess current certifications, as determined by the individual’s employment specialties, from National or International standards organizations (AWS, ICBO, ASME, IEEE, ISO, ACI, AWWA, etc.)

This position supports a large Information Technology Infrastructure Rehabilitation (ITIR) Construction Project, in Cairo, Egypt.

The Construction Safety & Health Manager will anticipate, identify, evaluate, and implement corrective actions through activity and worker hazard analyses, worker trainings, and proactive oversight of construction operations, to abate or reduce potential safety and health hazards and dangerous environmental exposures.

This position performs the following regular work responsibilities:
  • Reviews plans and other technical documents, answers questions as appropriate, completes administrative documentation on time, and cultivates customer satisfaction with the client, all in alignment with GLOTECH’S Mission, Vision, and Values
  • Coordinates with GLOTECH’s project safety team and acts as the Lead Safety Coordinator with GLOTECH home office support actions
  • Chairs joint health and safety committee ( JHSC ) meetings; leads daily, weekly and other safety and health meetings with employees, subcontractors and the government client
  • Conducts daily walkthroughs of the project site(s) ensuring work is being accomplished safely and occupational health is not being compromised.
  • Ensures safety programs are in compliance with host country governing regulations, including building codes, fire regulations, utility company requirements, health and safety regulations and environmental protection regulations
  • Manages the First Aid Medical Facilities Plan in accordance with Department of State guidelines
  • Prepares the project’s safety plan and activity hazard analyses for each definable feature of the work, on the project.
  • Leads accident and incident investigations
  • Ensures compliance with the project’s Accident Prevention Plan and leads accident investigations including near misses and reporting
  • Ensures that personal protective equipment meets applicable OSHA/EPA/DOS requirements and employees are trained on proper use
  • Conducts construction hazard recognition safety training with all personnel assigned to the projects and also with project site visitors; ensures the same for subcontractors (qualifications and training)
  • Conducts project safety inspections with follow-up inspections of any open items
  • Creates and evaluates activity hazard reviews
  • Ensures regulatory compliance with Occupational Safety and Health Administration (OSHA), U.S. Army Corps of Engineers Safety (USACE)  and Department of State (DoS) standards
  • Develops and implements  Corrective Action Plans, Fall Protection and Prevention Plans, and Emergency Action Plans
  • Works with project supervision to create safety solutions to safety problems
  • Fosters and maintains a positive safety culture for the project personnel
  • Maintains all safety certifications, as required

Qualifications Requirements:
  • Five (5) years of directly related professional working experience as a Safety Manager on similar construction projects; these construction projects should include supporting U.S. government agencies, including Overseas Building Operations (OBO) and/or US Army Corps of Engineers (USACE)
  • Must possess an active and current Top Secret government security clearance
  • Must have completed the 30 hour OSHA construction safety class
  • Must be fully knowledgeable regarding all sections in the latest edition of the U.S. Army Corps of Engineers Safety (USACE) & Health Requirements Manual EM385-1-1, which are relevant to OBO construction site operations
  • Possess either a Certified Safety Professional (CSP) or a Construction Health & Safety Technician (CHST) Certificate from the Board of Certified Safety Professionals
  • Computer literacy (Microsoft Office, Outlook, Internet, etc.) is required

Construction Security Manager (w/active Top Secret Clearance) – Overseas Deployment Opportunity

We seek a Construction Security Manager (w/active Top Secret Clearance – Overseas Deployment Opportunity) to join our team, in support of our long standing federal government client, who supports U.S. diplomatic missions, worldwide.

This position supports a large Information Technology Infrastructure Rehabilitation (ITIR) Construction Project, in Cairo, Egypt.

This position performs the following work responsibilities:
  • Manages information and personnel security issues at either domestic or overseas sites
  • Applies working knowledge of the OBO Security Classification Guide for the Design and Construction of Overseas Facilities
  • Ensures Contractor compliance with site security requirements – Construction Security, Secure Shipment and Temporary Security Facilities and Controls
  • Ensues the Contractor personnel on site are adhering to personnel requirements and that the requisite reporting is provided to the Corporate Facility Security Officer, DS/IS/IND and the OBO Site Security Manager
  • Directs and monitors adherence to construction, physical, and technical security policies and standards for new office buildings, major renovations, and other upgrade projects for Department of State facilities abroad to prevent physical or technical compromise during construction
  • Reviews all projects for applicability and compliance with construction, technical, and physical security requirements; acts as OBO physical security code official and is responsible for updating OBO physical security specifications, details, and security hardware
  • Prepares construction security plans and coordinates transit security planning for shipment of controlled materials to construction sites
  • Plans, deploys, and oversees on-site construction security staffing and budgets for construction and technical security, as appropriate, in support of OBO construction or renovation projects, from initiation through approval for occupancy
  • Implements and monitors security programs at sites to ensure compliance with contract requirements
  • Develops project security cost and schedule reporting formats and monitors results for timely and comprehensive adherence for individual projects
  • Manages the deployment and support of direct-hire and/or personal services contractor site security managers (SSMs) for these projects
  • Manages the selection, deployment, and maintenance of temporary physical and technical security equipment used to secure construction sites, or oversees contractor implementation of this effort when applicable, and directs the design and installation of permanent physical and technical security systems for OBO project
  • Monitors security upgrade projects at existing facilities from initiation through expiration of the warranty periods, and ensures construction site security programs are implemented per construction security plans
  • Manages the maintenance, repair, and replacement programs for forced-entry and ballistic-resistant products
  • Conducts field tests on new security products and systems, and provides feasibility and applicability findings for inclusion on approved products and equipment lists
  • Ensures that project documentation maintained at construction sites is appropriately safeguarded in accordance with published classification guides and protected in accordance with Department of State regulations
  • Develops and implements specialized construction security awareness and training programs,  for OBO construction implementation contractor personnel
  • Maintains physical and technical security emergency fly-away kits, and deploys these kits when directed
  • Conducts commissioning of physical and technical security systems for OBO projects
  • Ensures archiving of construction security project files generated at construction sites.
Qualification Requirements:
  •  Minimum of 5 years of directly related professional working experience managing information and personnel security issues at either domestic or overseas sites.
  • This person shall have a working knowledge of the application of the OBO Security Classification Guide for the Design and Construction of Overseas Facilities.

Construction Site Superintendent (w/active Top Secret Clearance) – Overseas Deployment Opportunity

We seek an OBO Construction Superintendent (w/active Top Secret Clearance – Overseas Deployment Opportunity) to join our team,  in support of our long standing federal government client, who supports U.S. diplomatic missions,  worldwide.

This position supports a  large Information Technology Infrastructure Rehabilitation (ITIR) Construction Project, in Cairo, Egypt.

The Construction Superintendent works closely with the Contracting Officer Representative (COR) in coordinating the efforts of the Overseas Building Operations (OBO) project staff and providing leadership and guidance to the staff.

This position includes the following work responsibilities:
  • Assists, posts and manages the work of the Construction Superintendent’s Project Contractor(s),  in planning, coordinating, evaluating, and scheduling the work to ensure that the Project Contractor(s) meet required standards of quality, civil schedule, cost goals, and contract compliance.
  • Maintains daily logs, files weekly reports, facilitates weekly job meetings, and coordinates all issues or proposed changes.
  • Ensures that an appropriate safety and accident prevention plan is implemented on each project contract; reviews, monitors and coordinates project safety issues with the Contractor, the Post Occupational Safety and Health Officer (POSHA), and the Safety Officer in Construction Superintendent’s – Construction Support Division, Controls Branch (OBO/CFSM/CS/CON), in accordance with the requirements of the US Corp of Engineers Safety and Health Requirements Manual and host country health and safety requirements when more stringent.
  • Interprets and explains plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, representing the interests of OBO while ensuring the understanding of all that the Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications.
  • Ensures that the project contractor(s) have obtained any necessary licenses and permits and that they are properly displayed with a copy in the project files,  prior to commencement of related work.
  • Ensures project contractors provide appropriate supervision and quality control inspections of the work.
  • The Construction Superintendent studies the International Building Code and job specifications to determine appropriate construction methods providing quality assurance inspections and field verification of all aspects of the contractor’s quality control program; supervises owner-sponsored field / laboratory tests, as required, to verify the contractor’s quality control program.
  • Confers with supervisory personnel, Post clients, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Receives contractor submittals and reviews for completeness and determines whether OBO project staff, OBO Design Engineer, or the Architectural/Engineering (A/E) performing construction phase services shall review and provide comments and recommendations for acceptance of the submittals. Tracks the timeliness of submittals due from the contractor, their review by OBO, and responds/returns to the contractor.
  • Evaluates contractor’s proposed submittal substitutions with construction engineering implications and makes recommendations to the COR concerning the disposition of the contractor’s request
  • Evaluates the necessity and accuracy of any contractor change order proposals; and prepares Statements of Work and Independent Government Estimates for modifications and change orders as may be required
  • Reviews and evaluates design calculations and data provided by the contractor(s) from a construction engineering perspective
  • Ensures that the project contractors maintain as-built documentation
  • Provides the COR with draft responses to the contractor’s and other organization’s Requests For Information (RFIs)
  • Reviews the contractor’s monthly pay requests to ensure that they accurately represent the work performed by the Project Contractors
  • Ensures that materials for which payment has been requested are properly accounted for, in acceptable condition, and stored correctly
  • Maintains a “Daily Project Log”, as defined in the Construction Management Guidebook
  • Prepares a Construction Manager Monthly Progress Report, summarizing the status of construction projects; publishes and distributes the Construction Manager’s Monthly Report as directed by the COR, maintaining progress photo albums for each contract project; and implements and monitors project reporting in accordance with the Construction Management Guidebook
  • As required, assists the COR in acquiring and utilizing local construction professionals and construction contractors; and ensures scopes of services required of Local Employee Staff (LES) and Local A/E Firms are appropriately defined from an engineering standpoint
  • Supports the COR in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements; assists COR with review and analysis of project schedules, and with review and analysis of project contracts, specifications, modifications, change orders, and claims
  • Develops and maintains an inventory of property to include domestic and overseas project property procured for the CM Projects, ensuring that inventory reporting complies with the requirements of the Department, the Foreign Affairs Manual (FAM), and directions promulgated by the Office of the Deputy Director for Resource Management (OBO/RM)
  • As required, assist with the development of presentations, special reports, and special projects as related to the engineering aspects of the overseas construction program
  • Participates in project meetings and conferences, as appropriate, and, when required, prepares minutes of project meetings
  • Cooperates and coordinates with the Contracting Officer Representative (COR) and other members of the project staff
  • Provides Quality Assurance for ongoing construction project.
  • Reviews contractor submittals.
  • Prepares responses to Requests for Information (RFIs) for questions related to engineering.
  • Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the COR.
  • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders.
  • Reviews and evaluates design calculations and data from an engineering perspective.
  • Prepares Monthly Progress Reports,  summarizing project statuses, with emphasis on engineering.
  • Reviews contractor’s Requests for Equitable Adjustment and formulates written recommendations for consideration by the COR.
  • Other related duties as assigned by the COR.

Qualification Requirements:

  • Minimum 5 years of supervisory field experience in the applicable discipline.
  • Knowledge, skill, and experience with U.S. construction methods, techniques, and standards
  • Resume shall indicate area of practice (e.g. civil, structural, mechanical, electrical, materials, finishes, etc.)
  • Must possess an active and current Top Secret government security clearance

Construction Project Manager (w/active Top Secret Clearance) – Overseas Deployment Opportunity

We seek a (Construction) Project Manager (with an active DoD Top Secret Clearances) with significant experience on overseas construction projects,  to join our team,  in support of our long standing federal government client, who supports U.S. diplomatic missions,  worldwide. This position supports a  large Information Technology Infrastructure Rehabilitation Construction efforts as part of a large, complex embassy project, in Cairo, Egypt.

The individual selected will be required to reside overseas for extended periods of time.

This position provides overall direction and management of US Embassy Compound construction projects, overseas.

Specifically the position includes the following work responsibilities:
  • Serves as the company’s direct representative in the overall management and execution of complex projects and day-to-day project-oriented work efforts in order to meet project schedule and budget objectives. Works closely with the Government Contracting Officer Representative.
  • Manages the GLOTECH project site office and coordination with the GLOTECH home office project support team.
  • Works with the home office Construction Manager to deliver resources to meet the project schedule and budget.

We seek  Level I – Cable Pullers/ Installers (with active DoD Top Secret Clearances) to join our team,  in support of our long standing federal government client, who supports U.S. diplomatic missions,  worldwide.

We seek Cable Installers to install low voltage cable including but not limited to CAT 6, CAT6A , ANSI standard copper and fiber cable for OpenNet, ClassNet, DIN, TEMPEST and other ITIR relevant computing and networking equipment and system needs.

  • This is overseas work and requires up to 10 months for a deployment at a time.
  • The position may also include significant amounts of nighttime and weekend work.

GLOTECH plans, designs, procures and installs complete classified and unclassified cabling systems for this client. This includes all facets of ANSI standard copper and fiber design, engineering, installation, termination, distribution, patching, and troubleshooting.

We provide Information Technology Infrastructure Rehabilitation (ITIR) at overseas Diplomatic facilities,  to support the continued successful operation of these critical facilities. The ITIR includes the replacement of the VOIP and Network cabling. Our work also includes activities in support of this replacement, such as  construction of new telecommunications rooms, localized interior demolition and renovation of interior spaces in areas around the new telecom rooms, and modifications to the electrical and mechanical systems.  We design and then build out complete connectivity solutions and cable plants for classified and unclassified voice, data, and video for large campuses.

We understand the idiosyncrasies of legacy infrastructures through our work in the overseas Embassy environments where the cabling and connectivity for any number of systems and programs such as telecommunications, classified and unclassified networks, video and CATV/Satellite TV systems, and multiple other foreign affairs agencies’ networks and campus telephone systems run through the same main and intermediate distribution frames.
